This technical note describes pension schemes, both public and private, and surveys recent controversies surrounding public pay-as-you-go pension systems, especially when compared with fully funded schemes. The note gives the necessary tools to evaluate the pension burden, as well as criteria for comparison between alternative pension schemes. Two practical proposals are discussed at the end.
