In October 1995, the Board of Directors of the CEAC Group has to decide whether or not to go ahead with the creation of a joint venture in China with the aim of penetrating the Chinese market. CEAC is the leading company in Spain in the sale of vocational distance training courses. Founded in 1945, it undertook its first international activities in Spanish-speaking countries. Later, after the fall of communism, it started to penetrate Poland and Hungary. The case describes the preparations for the setting up of a joint venture in China with a local partner in the publishing industry. The initial negotiations were conducted with the help of Manuel Vallejo, a Spanish consultant with extensive experience in the Chinese market.
